INDEPENDENT REVIEW OF AN EXISTING ASSESSMENT

Fire risk assessment validation that tells you where your existing report really stands

Already have a fire risk assessment and need to know whether it is still suitable and sufficient for your building? ESI can review what is already in place and tell you clearly whether it remains adequate or where further attention is needed.

The aim is not to find faults for the sake of it. If the assessment is sound, we will say so. If changes to the building, occupancy or activities mean it needs revisiting, we will explain the right next step.

✓ Independent review of an existing FRA
✓ Suitable and sufficient check
✓ Clear advice on the next step

    The basics

What is fire risk assessment validation?

Validation is a review of a fire risk assessment that already exists. The purpose is to check whether it is competent, complete and suitable and sufficient for the building it is meant to cover.

In plain English, a suitable and sufficient assessment needs enough detail to reflect the real building, its layout, construction, use, occupants and existing fire precautions. A generic checklist can miss important context.

ESI reviews what is already in place and tells you honestly how confident you should be in it. If the assessment is fine as it stands, we will say so rather than finding problems that are not really there.

The point is confidence, not duplication.

A validation review starts with the assessment you already have rather than assuming everything needs to be done again.

    WHEN IT HELPS

When might a validation review be useful?

A review is most useful when you already have an assessment, but need a clearer view of whether it still reflects the building and the responsibilities you are dealing with.

    WHAT WE LOOK AT

    What does ESI review?

The review is centred on whether the existing assessment reflects the real premises and gives the Responsible Person a reliable basis for managing fire safety.

    The building itself

Whether the assessment reflects the layout, construction and actual premises.

    How the building is used

Including occupancy and activities that may affect the risk picture.

People who may be at risk

Whether the assessment gives enough attention to the people the premises need to protect.

    Existing fire precautions

Whether the assessment properly reflects what is already in place.

    Findings and recommendations

Whether the actions are understandable and proportionate to what the assessment identifies.

    Changes since it was completed

Whether alterations, occupancy changes or new activities may mean the assessment needs revisiting.

    VALIDATION OR REASSESSMENT?

A lighter-touch review is not the same as starting again

The right route depends on what already exists and how much has changed since the assessment was completed.

    Comparison Validation review Full reassessment
Starting point An existing fire risk assessment is already in place. The fire risk assessment needs to be carried out afresh.
Purpose Check whether the existing assessment is still suitable and sufficient and identify any gaps. Reassess the premises where the existing FRA can no longer provide a reliable basis.
When it can help Where you need confidence in an assessment someone else prepared, or a lighter-touch review may be enough. Where changes to the building, occupancy or activities mean the existing assessment is no longer valid enough to rely on.
Outcome Clear advice on whether the assessment can continue to be relied upon and what, if anything, needs attention. A new fire risk assessment reflecting the current premises and circumstances.

    Unsure which route applies?

We would rather look at what you already have first than recommend unnecessary work.

    The process

What happens when ESI reviews your assessment?

We keep the review focused on what is already in place, what has changed and whether the existing assessment still gives you a sound basis to work from.

We judge whether the assessment remains suitable and sufficient, or where confidence is limited.

    05

    Explain the next step

ESI is a specialist fire safety consultancy led by Jamie Morgan. The approach is to understand the building properly, explain the findings clearly and recommend what is proportionate to the actual risk.

That same principle matters when reviewing someone else's fire risk assessment. If it is fine as it stands, we will tell you. If something genuinely needs attention, we will explain why and what the practical next step should be.

    Common questions

    Frequently asked questions

Can you review a fire risk assessment someone else wrote?

Yes. This is one of the most common things we are asked to do. We will look at whether it is suitable and sufficient for your building, and be honest with you if it is fine as it stands rather than finding problems that are not really there.

Possibly, depending on what changed. An internal layout change, a change in occupant numbers, or new activities on site can all affect whether your existing assessment is still valid. Tell us what has changed and we can advise whether a full reassessment is needed or a lighter-touch review will do.

In plain English, it means the assessment needs enough detail to reflect the real building, its layout, construction, use, occupants and existing fire precautions. A generic checklist can miss important context.

No. Validation starts with the assessment you already have and asks whether it remains a reliable basis to work from. If it does not, we will explain whether an update or a full reassessment is the better next step.

Yes. For organisations with several sites or a wider portfolio, we can review and audit fire safety documentation consistently across all of them, giving you a clearer, comparable picture of where each site stands and what needs attention.

Yes. We can help you understand what recommendations mean in practice, help prioritise and scope the work, or review completed works against the original findings. ESI remains independent of contractors and does not carry out those remedial works itself.

It depends on what needs to be reviewed and how much information is already available. Send us the assessment and some basic details about the premises and we will give you a straightforward quote for the appropriate level of review.
